My 3 Pt hitch is either up, or down. If I set the upper limit to absolute up, the 3 pt stays up. If I move it to a slghtly down position then the up/down lever either lifts it all the way to the up limit or it drops to all the way down. No in between.

As I remember there is a stop on the lift shaft to set the up limit but there is nothing to set the down spot and I have never seen a reason for it. When your using an implement you want to drop it all the way to the ground and release all the pressure on it so it will float on the ground with the weight of the attachment doing the work. There is no power down on your tractor as there is on some tractors so the implement will rise and fall with the contour of the ground.
If you want to stop it at some point let it down to that point and release the lever. It may not stay there because the cylinder will tend to leak off after a while.
Why do you want to stop it at a certain spot?

I think you might have a leaking cylinder ,there is a flow adjusting knob somewhere around your seat ,that can adjust the release of oil out of the lift .this controls how fast the lift falls acording to lift implement weight.
as a rule do not leave knob completely closed off.

If working properly, it should have a position control. On your tractor, I don't think there is any down pressure, but the hitch should stop wherever you stop the lever, either up or down. My 60 hp Foton has no down pressure on it's 3 point hitch, but will stop wherever the lever is positioned. I do have do have 4 hydraulic connections on the rear of the tractor which do have up or down pressure for impliment control. Does your user manual have any wording on this? PJ

I agree, something is leaking, maybe blown seals. My 284 does not have float, but will stop anywhere I want it to. This is vital to using a post hole auger.
