the tractor has no power when turning. I am suspecting the power steering pump?

if it was low on fluid and you added some it could be air in the system, but you need to find out if your tractor is a common sump system or a system with separate pumps, also with the cold if you are using fluid that is to high in viscosity it will make it seem like it but the oil is just to heavy to circulate properly.  like universal tractor fluid is to heavy in winter for steering system.

My 2005 jinma 254 has a similar issue that I have never really concerned myself with.  Only one item seems to get hydraulic power at a time. If I am raising the FEL and go to turn, there is not much hydraulic assistance for steering. I believe there is a valve or regulator ( on the jinma) which is just above the foot throttle, under

the cowl,  this determines where the pump pressure should be sent.   (Small print: I was looking into this 10 years ago so this could be completely different than I recall).

Did you figure out what was wrong?  Just yesterday my steering went out and the symptoms are: you turn the wheel and the tires turn slightly in that direction and then are pulled back towards Straight even though the steering wheel remains turned in whatever direction you turn the tires.

Sounds like the steering cylinder is bypassing internally, need to possibly rebuild the steering cylinder

After reading an old post, it seems that there is a Priority Valve prior to the steering box. I had thought that this was a relief valve. I  don’t know what makes it shift to the steering portion, but this may be my problem because the hydraulics on the loader and three point still work.  Is it possible to bypass this valve and go straight to the steering box to see if the steering will work properly? Obviously the loader and three point would not be able to move if I did that, but I could see if the steering would work correctly.
