        Do I have to disassemble the whole axle to get at the brake drums. I have a picture from the manual but its hard to figure out exactly how to get to the brake drums. It appears tehm may be oiled up as the pedals are firm.

          I assume your brake drums are external next to the rims and the oil seals have leaked . since I know nothing about your tractor this is just a guess ,look at the pedals and follow the linkages to the brakes would be my best guess, some of these chinese tractors use a band brake system they should be on the rear end housing.
