i have no brakes on my chinese ts254c kama tractor. I need to find out where to start on this job. It looks like i have to take the tire assembly off and then go in further. Can anyone help with this big job for a non mechamic.

Do you have the owners manual, service manual or parts manuals?

Do you have drum or disk brakes?

All I have to go on is the manuals for the Jinma 284, if that is even the same tractor….

can you see any movement in the linkage that goes to the wheel area? in other words have you checked for any sheared pins in the linkage joints? this is just a guess for a place to start. if you split the brakes at the pedal does the brakes feel different from one side to the other?

I know nothing about your tractor but is it possible that it has wet brakes , if so they would be inside the rear end, not at the wheels.
