        I purchased a used Jinma 254 and today was the first time I used the PTO to operator my brush hog.  The pto is engaged all the time and the lever does not stay down.  What do you think is wrong? 

        Also, the starter cuts out after a very short time.  Is the starter going bad and can it be rebuild or does it need to be replaced?  Any help you can give will be very much appreciate.

          Let’s work these one at a time and start with the PTO problem.

          When you say “The pto is engaged all the time and the lever does not stay down.”,

          1. Are you talking about the engage/disengage PTO lever near your right foot?
          2. You cannot push it down?
          3. It moves upwards by itself?

            starting issues with these tractors can be different one from another. Keyswitches ,safty switches on the clutch pedal undersized wireing.I pulled my hair out fixing this and that but could not get it to stay fixed long term. Until I took the advise of those here,I placed a starter relay in the start circuit start wire.It does not take much voltage/amprees to pull the relay ,taking load off above circuits.But if your starter is no good this will not help.But it sure took care of my issues.

              Thanks for the reply.  How do you turn on/off the pto.  Yes, the engage/disengage lever does not stay down.  Shouldn't the lever stay down? 

              What type/brand of a relay would I purchase and where?

                The pto issue is fixed.  I did not know the lower lever operated the pto.  I have much to learn about operating and repairing the tractor.  Thanks again for your help.
