Good point, Larry. I'd forgotten about the notorious slow draining form the top down. That would definitely be a more likely cause of hydro-locking.
It is possible that your engine was hydro-locked, which would prevent the starter from being able to turn it over. You're fortunate, if that was the case, that it didn't wreck a piston or rod when you pull-started it. As noted, the compression release is a good feature as it will allow a hydro-locked engine to “clear its throat” and then run. A leaking injector can cause hydro locking.
Oil pressure always drops as the oil heats up with use. These Chinese tractors don't usually run very high pressures anyway. Your readings are in the range of normal, as I recall.

I've always used DuPont PrepSol or the Ditzler product thats the equivalent. Or just a mixture of xylol and naphtha.
For starters, did you mark the positions of the gears in cam train when you took the engine down?
If you're going to crank the engine to bleed the injectors, pull the compression release and clamp it open. It will save your battery and make the engine spin faster, too.

The control valve is on the high pressure side of the hydraulic pump, won't affect the low pressure as it returns to the sump. If you're getting foaming you have a leak on the intake side of the hydraulic pump, somewhere between the sump and the pump.

Your comment does beg the question of just what YOU were doing on San Pablo Ave – something you want to share with us?
I went to the Coldwater Tractor website to see what it looked like Bob, and it was…interesting. They had a couple of pictures of flatbed trailers loaded with what looked to be a bunch of grey-market tractors, at least I saw rice paddy tires on a couple of them, and no new tractors shown. Their inventory pages showed that their most recent update was March 8th – 2011. And they had a page fora backhoe they sell – that was the funkiest looking 'hoe I've ever seen.
I'm not sure what was “growing” when you were there, but the website makes me think it must have been mold. I guess maybe they don't do much internet sales?
