Hall-Scott was bought by ACF in the 1920s. Then in 1954 Hercules bought them. In fact the engine in this truck says Hall-Scott then says Hercules under that. Hercules tried to expand their customer base beyond the federal government but had little success in doing so in later years. They made most of the engines for military Jeeps. When the military went away from the Jeeps and into the Humves that killed off Hercules. They closed their doors in 1999.
Hercules was from my home town of Canton Ohio. My dad worked for them during the war as an engineer and head machinist. He then went to work at the Ford engine plant as it was an offer for higher pay.

Bob is right on. In fact the design I had laid out….you ran the thumb with your foot.
I was going to build a kit to convert the thumb to hyd at one time. But I found out that (at that time) most of the backhoes didn't have the Nimco valve and there was no power beyond port on them. That's why a scrapped the idea.
I agree with Bob about lifting with the outriggers up. It's a bad idea I personally don't do it. Too much stress on that top link.

I would suspect the fuel filter. How long has it been since you changed it? Be sure to fill the new filter with fuel before you install it. Then use the primer pump to prime the system.

I would say yes you need trailer brakes working off of the truck brakes. You have to stop that weight mass so without trailer brakes you are eating up truck brakes faster. In a panic stop the trailer is pushing you and can try to pass you if it has no brakes.
Tekonsha is supposed to be some of the best controllers on the market. My experience is them is poor. I bought the Tekonsha P3 at about $160 which was supposed to be the best money could buy a couple of years back. It came up with a strange error when it was about 3 months old. The error was not in the docs. I filled out a contact form on their site several times and nobody ever answered or called me back. I could not find a phone number for them. I tossed it and swore off of Tekonsha.
If it is working correctly they are so nice. The trailer is helping you stop rather than pushing you. Good ones are proportional so the harder you push the harder the trailer brakes apply. If you are empty you back it of so it's not so aggressive to where it locks the trailer brakes up.
I too had a 10,000 plus loads on a 20,000 trailer and a failed trailer brake controller. Here in the mountains in Washington I went through a set of brakes and rotors on the pickup in short order.
If it was me I would get it working right.

Did you try jumping right at the starter to see if it would crank the engine. Large terminal where battery connects to small terminal on the solenoid. Just across there to see if it will spin over. (make sure it is not in gear) if it's a manual setup.
I will cut right to the chase. DO NOT put that closed center valve on your tractor. That's totally a horse of a different color.
