Correct on both counts. It's a 16 cylinder 4,000 HP engine that drives a 3mW 4,160 volt alternator. They are train engines that are in a 460' boat, and there are four of them.

Here in Washington state (exerp):
(3) Brakes on all wheels. Every vehicle shall be equipped with brakes acting on all wheels except:
(a) Trailers, semitrailers, or pole trailers of a gross weight not exceeding three thousand pounds, provided that:
(i) The total weight on and including the wheels of the trailer or trailers shall not exceed forty percent of the gross weight of the towing vehicle when connected to the trailer or trailers; and
(ii) The combination of vehicles consisting of the towing vehicle and its total towed load, is capable of complying with the performance requirements of RCW 46.37.351;
I would check your state laws regarding brakes.
My flatbed trailer is 14,000 GVW and has brakes on all wheels. I wouldn't have it any other way, even if it was just short trips on flat roads. My brake controller is the OEM Ford unit and it works great. I don't think I would want any controller that wasn't working as it should – in all modes.

I've seen things like Band-It steel tape and clips, extra springs, keepers, tools, etc. in brand new $750,000.00 engines. Although infrequent, it does happen more than you may think. And then there is the ubiquitous rag.

What you are referring to is not cavitation, cavitation is an action. You have erosion and corrosion caused by improper coolants and a very dirty cooling system. There is absolutely no reason why a liner shouldn't look almost new after 1,000 hours of service if the cooling system is maintained properly. I guess I'm just used to different standards, I apologize.

If it's an eight GPM valve then you probably have a seven GPM pump, or thereabouts. Larger capacity valves will work on smaller systems but they will cost considerably more and are larger in size too.
