The article says the barge had a catastrophic structural failure I guess you can't say cheap low grade Chinese steel that would be politically incorrect now wouldn't it.
I've had this happen to me a couple of times but pulling the compression release didn't do the trick I had to pull the glow plugs and bar the engine over from the front crankshaft pulley bolt the 1st time it made mess as a big shot of oil came out of the middle glow plug hole the 2nd time I layed an old bath towel over the engine to catch the oil.

Is the idle issue the only problem or do you have other problems as well such as low power under acceleration or at top end while cruising down the highway even a slight loss in power that might not be as noticeable.
I would still replace the fuel filter sounds like its not that old and probably not the problem but a new fuel filter is a bench mark in starting the trouble shooting process. Next I would hook a scan tool up to the OBD 2 port and record any DTC's (diagnostic trouble codes) that might be logged in the engine computer's memory a lot of times there's possible clues there, maybe you have an engine position sensor going bad or a throttle position sensor starting to fail on the idle side.then I would check my fuel delivery pressure make sure its within specs I'd have to check the spec but I think its between 50 to 60 PSI there is a test port up at the injection pump to hook a manuel fuel gauge and test the pressure this tests the electric fuel pump in the fuel tank making sure it pumping ample fuel to the high pressure pump at the engine. If all that looks good and there are no DTC,s maybe somethings going hay wire in the high pressure pump affecting your idle but I would have somebody that specialize's in this type of engine as you can make a wrong diagnosis real quick and spend a lot of money replacing the wrong parts.
No ignition system on a diesel ? then how does the fuel ignite to operate the engine, you know make the pistons go up and down to create torque and horsepower to get your work done with the tractor.
