if you can get some regulated compressed air to the tractor take the fuel cap NOT completely off and put about 5 psi in the tube that goes to the fuel tank . Take it easy not to much . of course make sure the fuel valve is open, but be ready to turn it off when air starts to free up the blockage on the screen in the tank. when freed up put a hose on the fuel source and drain into can .  let fuel settle and look at it for trash and water . Also a remote fuel tank could be put on the tractor temp. to get it to run to  a better location to work on ,if needed . and either pump the tank dry or use air to get the fuel flowing and drain the tank that way. check fuel for water and junk again , remove valve from tank clean screen and flush tank. replace any filters or screens that are questionable. good filters are your friend.

this is a guess but the fuse will be real close to popping . I guess you could just wire it to one  see how many amps it pulls then times three and add a few amps for cushion .

It depends on the tractor I have a foton that the tach is with the hour meter , my dong feng has the hour meter separate because it has no tach. but to the glow plugs, they have a copper bar that goes between the three of them . Take it off use a ohm meter one lead to the block and the other to the glow plug post , you should read only a few ohms of resistance . if you can not get a reading it is open, replace it. You can also use a hand held ammeter and the battery, if you want a description of how to do that just ask.

I assume that you have checked the quick connects and any related filters and joystick control valves

well when I converted it from a pedal to a hand control it is now easier to not slam the teeth of the grapple  into the bucket or slamming the cylinder closed while opening grapple, so I am calling it good enough, no phase 3 ,thanks god you know when I have had enough.

yeah I was thinking about a 50% reduction and it is 3/8 inch so 3/16 it is.

do you have a idea of a diameter of a hole for the restrictor I should start from ?

well I got the grapple to work , but I am not happy with the pedal (to stiff and the cylinder is small so  it operates very fast) I made up to work it. I think I am going to come up with a hand controlled  stick to operate the grapple vs. a pedal. phase two(remake) will start shortly. HOPEFULLY NO PHASE THREE.

sounds like you are getting the issues on the run, glad to read. A lot of times typing out answers is tough VS. seeing it and making a call.

I think the lawn mower relays the base is not used as a ground so a ground will need to be connected to a term on the relay so it will pull, why they were engineered that way I do not have a clue, maybe to much plastic in the mowers?
